The symptoms you describe are very similar to those I had after i set up
xfbb:

The problem turned out to be entirely due to the fact that the 5 users
in question were ALL using WINPACK & winpack has a problem with all
forms of fbb7.00 .
Problem is caused by winpacks upload/download modes - it attempts to
change protocols in the same connect (ie/ it downloads a compressed
message then attempts to upload a compressed msg in same connect).

I realise this may not be ur prob BUT it sounds extremely similar.
The winpack author has an FAQ on the problem & there is refernce to the
prob buried in the winpack help files.

So, are the 2 users in question using winpack??????? (or similar
program)
