large packet networks

    I am trying to setup what I hope will become a large
    packet network in my area using TCP/IP over AX.25,
    there will be a computer in each town which is
    connected to a larger network, probably on the same
    frequency, doen't have to be. would I need to set up
    linux to run as a router, and is that all I need to do.
