Yes. I think it was in kernel 2.0 -> 2.1 when it was changed from 100ms
units to 10ms units.

Yes. For incoming connections you can also tweak ax25d.conf and for
outgoing connections some client programs (like 'call') are able to set
some parameters. But the most general method is to tweak the /proc files.
