    I can't comment on what's going on in the USA as I'm not in the USA, but
    there's quite an efficient TCP/IP over AX.25 network here in the UK, or
    at least in this part of the UK.

    Have a look at http://www.ampr.org/ for the AMateur Packet Radio
    network, large parts of which use TCP/IP over AX.25 and have 44.*
    addresses officially allocated for their use. These addresses are valid
    across the Internet as well.

    everything you're suggesting already...
