I had a similar problem with soundmodem 0.4 and kernelversions 2.4.7/8/9. Yesterday, I tried it again with 2.4.14
and soundmodem 0.5. Also soundcard/ptt.c hasn't changed in 0.5, the ptt keying worked now without having to disable
the pttsetdcd function. So maybe switching to a new kernel may be the solution. Redhat 7.2 uses 2.4.7, I think.
Have you tried to insert debugging-messages into the pttsetptt-function to see if soundmodem actually triggers the ptt-pin?
Something like : "logprintf(MLOG_ERROR, "pttsetptt \"%i\" \n", pttx);" in line 101 of soundcard/ptt.c
