I had the same problem here on SuSE 7.2. To get AXIPD to work, I had
to start it like this:
/usr/sbin/ax25ipd -c /etc/ax25/ax25ipd.conf
Note the -c in there. Strangely, the -c is not necessary in SuSE 6.4.
Obviously something changed in the process.
