If you are running LinPac from a start-up script that also starts ulistd (the
application that captures FBB broadcasted bulletin headers), you may
find that ulistd is the culprit. Try hashing it out.

Correct. You need to run the ':mail' macro on a free channel, as per
docs. Else the mailer won't be able to download bulletins.

Not surprising. It is in fact a LinPac message.

Make sure LinPac has permission to read/write to the mail directory, not
just you personal one, but also to the bulletin file under (if memory serves
me right) /var/ax25/<BBS-callsign>. This is mentioned in the docs.

Kernel 2.4.3 appears to be quite unstable with AX25 (both modules and
    compiled-in: freeze-o-rama)

    Moving back to 2.2.19
