You need to adjust your ARP timers a bit. I have this in my setup file:
echo 5 > /proc/sys/net/ipv4/neigh/sp0/mcast_solicit
echo 500 > /proc/sys/net/ipv4/neigh/sp0/retrans_time
echo 1800 > /proc/sys/net/ipv4/neigh/sp0/base_reachable_time
Change sp0 to whatever your AX.25 interface is.
