I assume that this program is either running a daemon (like a service,
something you connect to like apache) or is used as a monitor screen.
If it is the former, I cannot let it pass that the programmer should be
taken out and shot immediately for writing it that way, but you could
use a virtual X server, I think it is called xfvb which is an X server
that goes nowhere.
For the second, you would use something like xinit. I'd put it onto
vty so your normal xdm one didn't conflict. You would probably run it
at the same runlevels etc as xdm.
