Yes, this is a known problem with the net-tools package in RH6.2. Arp has
a bug that affects among others NET/ROM. RedHat and the net-tools
developers are aware of this (I sent a patch) and the bug is fixed but I'm
not quite sure if there is an updated RPM on the RH ftp site. Try finding
one and if you can't find one, then I'll upload my version somewhere for
download.

It's because there is no valid ARP.
