You probably mean the so called new AX.25 implementation and possible
changes to the kernel API due to it. The new AX.25 is alive but not yet
mature enough to be included in the standard kernel.
The AX.25 stuff in the standard kernel hasn't changed from 2.2 so the
current utils should work with it. That said I haven't been able to verify
that my self. I hope someone has...

These are obsoleted by ax25-tools-0.0.6 which is available at
