    The useradd program should work with redhat.
    A more simple procedure is to us linuxconf which comes with RH.

    As for the second question, I recommend reading the network howtos, which
    are contained in /usr/doc/HOWTOS (or something similar).

    For restircting permissions so ceratin machines you will find a file called
    host.allow or hosts.deny in /etc.
    A quick man on hosts.allow should help.
