    If there is circuitry in the modem to cause a delay, e.g., a scrambler or a
    convolutional encoder, the additional circuitry to hold the transmitter on
    for an appropriate length of time is trivial by comparison. If there is no
    delay in the modem, then additional circuitry is not needed. Why should we
    needlessly complicate the interface by putting functions in inappropriate
    places?
