AFAIK the UK regulations have nothing to say about the AX.25 layer 2
callsign. We have to have CW ID to identify the callsign of the station.

If the AX.25 layer 2 callsign legally identified the station transmitting
the frame, then every NET/ROM node would be illegal when using
layer 2 downlink.
