I doubt TAPR has a current version available.
Try http://hes.iki.fi/mailgw/, it's got the latest version, and also
links to a couple of useful sites. The document itself is basically an
HTML conversion of doc/README from the source package (the files in the
doc/ directory contain the documentation you're asking for).
