Can some kind soul remind me how to set the TCP backoff timer limit at
boot for an interface, so that it doesn't back off to several days :-)

I know how to do this by hacking the kernel source, but I read somewhere
once about it now being changable at boot time, but I am stuffed if I
can remember where!
