I scanned his entire site looking for mention of it without success,
so emailed him with a specific request on the subject. I quote his
reply:

Q> We can confirm that version 3 of sattrack was officially
Q> distributed in .tar.Z format, so you should look for such.
That seems pretty clear to me...
