I had set the IP at the other end of the AXIP connection (which has a both
44 and non-44 addresses for JNOS) to use the the 44.xxx address, but had
the non-44 address set on the 'attach axip' line at this end. The other
end could see the incoming packets, but this end could not. Setting both
ends of the link to the 44.xxx address resulted in success.
