If you mean viewing the website (using .htaccess) then check out
http://www.apache.org this subject is covered very well in detail in the
FAQ.

If you mean "edit" the web pages via telnet/emacs or ftp, then you
simply need to make the users part of a "webadmin" type group and make that
group have write permissions on the directories and files you want them to
edit.
