It's always the same. Closed standards lead to a very small market,
since due to the high prices, few users buy it and hence the
mode remains unattractive. The whole HF business is in a desolate
state. The only interoperable mode seems to be SITOR (Amtor),
which is 30+ years old and has its problems (high undetected error
rate, low throughput). No wonder most (commercial) users are
shifting towards satellite systems...
