touch /var/ax25/mheard/mheard.dat
chmod 644 /var/ax25/mheard/mheard.dat (if it is'nt already).

Or go to the etc dir of the ax25-utils and type
install -m 644 -o root -g root mheard.dat /var/ax25/mheard/

Thats how its done with ax25-utils-2.1.42a, possably it might need to go
into /usr/local/etc with your version, read the README in the ax25-utils
dir, that will give you a beter pointer.
