Part 97 permits encoding whereby the encode/decode schemes are available
to the public. eg. 7+, UUE etc.
encryption isn't not even for a one time deal. I guess the easiest way
to distiginguish between encoding/encryption would be is it for
preventing others from knowing the content of a message?
