To do a decent job of detecting when it is a good time to transmit on HF can be
very difficult, for example your 'DCD decoder' might need to recognise various
signals including FSK, our 'regular' packet tones, PSK etc etc. A full solution
would be complicated, so maybe looking for 'noise' or the squelch being open is
not such a bad thing after all?
