The scrambler uses internal feedback so it is not possible for a particular
input sequence to set it to a known state (unless the scrambler state is
monitored and used to compute the appropriate input sequence ... but that's
much more trouble than just modifying the whole thing to transmit CW).

A functional variation of a CW ID can be accomplished by just turning the
transmitter on and off. This will produce a noise signal rather than a pure
CW tone ... sort-of like going back to spark transmitters but not nearly as
wideband!
