where to start..... Are recent documents really important?

Hello all,
My objective is to get up and running with basic linux-ham radio system
within 3 months if possible. I'm starting with no knowledge of ham or
any radio skills at all. My objective is be able to implement or
recommend a ham-linux infrastructure for Bolivia to solve so remote
communities communication problems. This is an area that currently uses
ham-radios for all communications mostly. I've been using linux for a
year and a half and feel comfortable with the operating system and feel
confident that I'll be able to manage this new endeavor.
I have the money to buy the books and equipment but I don't have the
knowledge of where to start. I need the system to be affordable and easy
to implement for the project. So, if any one could recommend a basic
starting point I thank you in advance. I would like recommendations of
book that use linux as the primary example, recommend sites should
include a reference that the last update doesn't mean " it's out dated",
and hardware recommendation should be cost conscious. Also, any
infomation that directly relates to the project would be highly valued.
Like, possible problems with distances, skill-sets, hardware, or
enviromental problems.
Please excuse "whorish" request for imformation but I want to get up
and running.

P.S. I currently use RH5.1 Linux but am looking for a more Spanish based
distro.
