I don't know anything about FPAC but it is quite possible to run FBB and
node on multiple frequencies with the standard ax25-utils. Our club BBS
has five different radio ports, an AXIP port and two tty/pty pairs for
kissnetd loopbacking. Plus of course NET/ROM.

It should be quite easy to configure this provided you have read and
understood the AX25-HOWTO. Pay extra attention to the section about
callsigns.
