Firstly i have never tryed wine, and have absolutly no experinance in that
field, but the error messages which you have does however give me reason to
belive you do not have the correct symlinks in your X11 dir(s).

Firstly Xlib.h is located in /usr/X11/include/X11 on my Redhat-4,2 system,
this is also the same on slackware 3.4, so either the XLIB path is wrong in
the wine Makefile or you dont have Xlib.h on your system.

I am quite sure this will awaken some other subscribe'es with a more
"definitve" answer.
