Some of your answers lie in how you plan on getting the pictures. Will you be
writing your own program to do this? If it stores the picture as a file,
then you could just FTP it over.

Don't bother with ham radio. Use a Part 15 spread spectrum modem. You won't need
any of the above.

Yes, I'd highly recommend it.

I'm running my Linux box to my ISP (2 miles away) over a 115kbaud PPP link
running on a pair of FreeWave spread spectrum modems. You can get them OEM
modules for $700 each. You will not need a separate TNC/MODEM, they are all
in one. With line of sight, you can easily get 10-20 miles out of them.
