No, some of the kernel is modular, but not the ax25 stuff.
The only reference to TIOCSETD I can find is in the ioctls.h file in the
kernel source tree. What is it trying to do at this point? the source to
kissattach gives no clues

Do you have the ax25 and mkiss modules for the kernel compiled
as modules? If so, then you must load them before they may be used:
/sbin/insmod ax25
/sbin/insmod mkiss
