netrom in ax25

I've tried just about everyhing to get the
netrom port to bind up to my vhf port.

I have ax0 up and running under vhf. I have played with
the config files, but whenever I try to start netromd,
it says netrom is not a configured port. the only difference
between my config and default is that I renamed '1' to vhf.
Can anyone help ? Do I need a separate tnc to run netrom ?
