Hello Thomas !
Like I said before in this place, I am not into AX.25 networking (yet) but I guess
in most cases (and esp. with Linux) it's just another device. So I will make some
educated guesses :)

So your machine is hooked up to an Ethernet and to AX.25 ? What does the routing
look like ? Where does the default route go to ? What are the addresses of your
machine and the other ?

Does your machine know how to get to the other station ? Does the other machine
know how to get to you ? Does the TX counter on the AX.25 port increase when you do
a ping to the other station ?
Uhm, since ARP is working, the TCP/IP should work. So I suspect a routing problem.
What does "arp -a" say ?
