You wrote you had an SB16, so don't use this (this is for
crystal based cards)

Are the interrupts increasing at a rate of 100/s?

And what does sethdlc -i sm0 -d say

Nope, the driver is pretty much independent from ax25, it does
work also with ax25 disabled.
