strange delays before first transmission

Has anyone else had trouble with this one?

I notice, on a newly setup packet radio linux system, that the first
time a packet needs to be sent to a destination, there is a 5 or 6
second delay before the ARP request is sent out.

Once the ARP entry is in the table, subsequent IP packets suffer no such delay.

This shows up as an additional 5 or 6 second delay to the first of a series of
pings for instance.

The delay is BEFORE the arp request is transmitted as far as I can tell.

Of course, any of the following bits of information may be useful :-

Hardware
--------

Intel 486 based PC,
Ottowa PI2 card, using port B only at present,
G3RUH 9600 baud modem,

Software
--------

Debian linux with kernel 2.0.27,
ax25-utils-2.0.12c,
pi2-0.8ALPHA for the piconfig command

Thanks in advance,
