Anyone, even a non licenced person could legally access your system from
the internet. The only restriction is that a non licensed person could
not initiate a message unless you reviewed it before it was sent. If the
person was licenced you could legally give them the right to telnet into
your system from the internet and originate messages. Since you are
responsible for all messages originating from your station, you would
want to take "reasonable measures" to prevent unauthorized users from
originating messages.
