You are formatting the arp correctly and attempting to send it ok.
Whether it is going to air correctly or not depends on your radio
timings/kissparms ..

You can't unfortunately. KISS doesn't provide a means of querying its
configuration. What I usually do for most of the timing parameters
is start high and work low. So fire up a ping to an adjacent node
that you feel sure you should be able to interwork correctly,
and set your txdelay setting to something high. Then progressively
lower it until the pings become less reliable, I usually step it
back up another 10% to accomodate for variation in other radio's on
the frequency .. it's all a bit of a dark art.
