Your Broadcast address is incorrect, it should be someting like 44.71.38.255
/sbin/ifconfig ax0 broadcast 44.71.38 255
will change it.
Also maybe a 'default route' would be applicable.

I would advise setting an IRTT for the interface to avoid unnessasary
retransmitted packets.
See 'man route' for details.

Is 44.71.38.26 connectable directly? if so it should now work.
You could also check the connectivity of a stn, with ax25 first by way of
'call ax0 callsign'
