mine says:
link stream tcp nowait root /usr/sbin/tcpd /usr/sbin/ttylinkd
as I have tcpwrapper. You are missing a field, put another " ttylinkd" at the
end of your line.

Probably adding that ttylinkd will do it, also try, on a command line this:
talk <whatever /etc/ax25/ttylinkd.conf says is sysop>
eg
talk root
and see if that works.
