If you have set the IRTT with the "route" command and you are still getting
retry's then try setting the irtt to a higher value. You can get an estamate
rtt value by doing "ping -c3 -i10 -s216 <host>" where -s216 is for an MTU
of 256. Repeting this a few times will also give you an indication of link
quality, if the quality is low, then that will also account for your
retry's.
Dont forget the 'route IRTT" option is in Millisecs' in the range of
(1-12000), you state above "set to 4" which is 4 milliseconds.
