That's the way tcp/ip works. The UI frame is an ARP request. Upon
hearing it, db0sig should send a reply which gives your ipaddr and hwaddr
as target and his as sender. Then both stations would know the hwaddr
(callsign) to handle the ax.25 part and the IP address to handle tcp/ip.
Until you receive an ARP reply, your station doesn't know the route and
will only send ARP requests.

Nichts ist wrong! (At least at your end).
