I recommend that you poke around sunsite. In particular

sunsite.unc.edu/LDP/HOWTO/AX25-HOWTO.html

Documentation for the functions are included in man pages for each
package.

The ax25 how to tells how to set it up in many different modes. I found
that the answer to many of my questions were answered latter in the
document. I recommend that you read it completely, marking the sections
that apply to what you want to do and then go back and re-read it as you
preform each step.
