The problem with rt_metric and RSPF's routes

If RSPF's route addition code is written to respect metrics, everything
works fine except that it breaks the ability to change the cost of
marginal adjacencies, or otherwise dynamically change the cost of routes.
The problem is this: when a link goes from good to marginal, its cost
gets increased. RSPFd doesn't replace the old route with the new one,
because the old route has a lower metric.
It wouldn't take much to fix this, once it has come to light.
