Seems you are missing the following.
device /dev/scc0
now you can define the speed, clock and mode "PER" device, you
can also define "bufsize" and the amount of buffers.
RXBUFFERS 8
TXBUFFERS 8
BUFSIZE 384
are the defaults.

With the ifconfig command you can now assign a callsign, which is in
/etc/ax25/axports.

You will also need z8530drv-2.4c.dl1bke.tar.gz to work together with kernel
2.0.30.
