This is documented in several places in the kernel and ax25-utils readme's.
Here is a piece of /usr/src/linux/Documentation/networking/ax25.txt

There is an active mailing list for discussing Linux amateur radio matters
called linux-hams. To subscribe to it, send a message to
terhi.victor@logonet.com with the words "subscribe linux-hams" in the body
of the message, the subject field is ignored.
