You're almost there.
The named man pages have examples, but you only need a simple entry like:

directory /var/named
;
; this has been changed so that I am a secondary name server to ea4abb
; and that ea4abb is a primary server to his own domain
;
; domain primary host file
; ----------------------------------------------------------------------------
primary ampr.org ampr.org
;
; reverse mapping files
;
primary 44.in-addr.arpa ampr.org.rev
primary 0.0.127.in-addr.arpa 127.reverse
;
cache . named.cache

This is my config on my home machine (I'm not really a ampr.org primary,
but I've told my pc I am, and have a copy of the ampr.org domain on the
local disk.

The only difference with a secondary line, is you need to add the ip
address of the primary host:

secondary domain.com 12.34.56.78 temp-file
