This looks like it is saying that 44.130.18.12 does not accept IPIP
encapsulated datagrams, Protocol 4, or 94. It might be that you have
TNOS configured with PID 94 rather PID 4 for IP encapsulation, although
I can't see where the PID is in the trace to confirm that.
