Two things for you to check:
1. Are you running mheardd as root, it should be.
2. Does the directory /var/ax25/mheard exist, if not create it.
If both these are true then something else is wrong.
BTW Have you considered patching 2.0.29 with ax25-module-12 so that you
can use a more up to date version of the ax25-utils ? It is a worthwhile
upgrade.
