Its already been done. With modern versions of the AX.25 code as found in
Linux 2.1.x and Linux 2.0.x with ax25-module-12, the timers T1 and T2 are
specified in 100ms increments. That is the speed of the internal clock
that is used by AX.25. The big difference is that instead of using
axparms for setting the values you have to write the values to special
files in the /proc/sys/net/ax25/ area.

Try a newer version of the AX.25 code and take a look, the sub-directories
in that directory refer to Linux device names, and within each directory
are files named t1_timeout and t2_timeout. To read the value simply "cat"
the file and a number (in 100ms units) is the current value for that
device, to write a new value simply cat the new value to the file.
