This bit me *bad* recently.

It turns out that TPP *must* have a converse link enabled in the config
file. Create a dummy link to yourself to an unused port and TPP will come
right up.

try;

Link dummy 1 1 127.0.0.1:3599

in your /usr/local/etc/convers.conf

file.
