Is soundmodem supposed to work with IP?

I have been using soundmodem for over a week now.
It works very nicely for AX.25, but not at all for
IP. If I try to ping, the radio keys and then unkeys
without sending any audio, once per second, and the
listen program displays that the interface is in
half-duplex once per second.

I have been chasing this in the source code and my configuration,
but cannot find anything that should prevent IP from working. If
I replace the soundmodem with a KISS interface, IP works.

Is soundmodem supposed to work with IP?
I am not a naive beginner, but this currently has me stumped.
