Walter,
You haven't told us what version of kenrel or ax25-utils you are
using, but I'm going to assume 2.0.28/ax25-utils-2.0.12c

You have probably not compiled your kernel with SLIP support,
in the 2.0.* kernels this is required to allow KISS
